DistinguishedColleagues，

ItisagreatpleasureformetocometoBangkokandjoinyouinthisAPECmeeting.LetmebeginbyexpressingmysincerethankstoPrimeMinisterThaksinandtheGovernmentofThailandforthethoughtfularrangementsinputtingthiseventtogether.

Theinternationalsituationhasbeenundergoingprofoundchanges.Peaceanddevelopmentremainthedominantthemesofourtimesandthepopularaspirationsofpeopleofalllands.Buttheworldweliveinisanythingbuttranquil.Uncertaintiesthatimpedepeaceanddevelopmentstillexist.Localconflictscontinuetoposethreatstothesecurityandstabilityofregionsandtheworldasawhole.Non-traditionalsecurityconcernssuchasterrorismandtrans-boundarycrimesarequitepronounced.Overthepastyear，theglobaleconomyhasreboundedsomewhat.Butburdenedbycyclicalandstructuralfactors，therecoveryisratherslow-paced.ItisgratifyingtoknowthatourAsia-Pacificregionhasmaintainedasoundmomentumofeconomicgrowthwithapositiveprospectoffurtherexpansion.

Apartfromreviewingthepast，weshould，moreimportantly，looktothefutureandcomeupwithnewideasandnewinitiativesforjointlypromotingeconomicdevelopmentintheAsia-PacificandthewholeworldandforstrengtheningcooperationamongAPECmembers.Inthisconnection，Iwouldliketoofferthreepropositions.

First，weshouldenhancemutualtrustandendeavortomaketheAsia-Pacificregionstable.Stabilityisaprerequisitefordevelopment.Thereasonwhythisregionhaskeptthehighgrowthmomentumfordecadesisbecauseithasbasicallymaintainedanenvironmentofpeaceandstability.Weshouldcherishparticularlythispeacefulandstablesituationthathasnotcomebyeasily.TheAsia-Pacificisaregionofrichdiversity.Countriesaredifferentinhistory，culturaltradition，politicalsystemandeconomicmodel，whichgivestheregionitsveryvigorandvitality.Weshouldincreasemutualtrustonthebasisofmutualrespect，seekcommongroundwhileputtingasidedifferences，andworktoresolvewhateverproblemstheremightbethroughdialogueandconsultationinajointefforttomaintainpeaceandstabilityintheregion.Forsometime，terroristattackshavegoneonunabatedintheAsia-Pacificregion，underminingtheeconomicandsocialdevelopmentofanumberofcountries.Weshouldrespondtothatwithclosercooperationandstrongermeasurestoaddressboththesymptomsandrootcausesoftheproblem，standrockfirmagainstterrorismandcreateamorefavorableenvironmentforcommondevelopmentandcommonprosperity.

Second，weshouldtakeeffectivemeasurestostrikeabalancebetweeneconomicandsocialdevelopment.Onlywithpropercoordinationcandevelopmentbelong-lasting.Countriesinthisregionshouldpromoteregionalgrowthaswellasglobaleconomicrecoverybyoptingforappropriatemacro-economicpoliciesandmeasuressuitedtotheirownconditions.Scientificprogressandtechnologicalinnovationareofvitalimportancetosustainedeconomicdevelopment.TofacilitateAPECcooperationinthisfield，ChinahasproposedtheInitiativeofInnovativeAPECinthehopethatcertainguidingprinciplescouldbeformulatedfortheregion''''sscientificandtechnologicalinnovation.Asakick-offproject，weplantoholdahigh-levelworkshopinFebruary2004inBeijingtodiscusstheissueofscienceandtechnologyintermediary.Allmembersarewelcometosendtheirrepresentativeswhentheworkshopmeets.Whilepushingforeconomicgrowth，weshouldworkhardtopromoteacoordinateddevelopmentoftheeconomyandsociety，andofcitiesandruralareas，andaharmoniouscoexistencebetweenmanandnaturesoastorestdevelopmentonamoresolidbasis.WeproposethatAPECreinforceitsoperationsinthefieldofsocialdevelopment，andinparticular，inpromotingAPECexchangesinpublichealth，jobcreationandsocialsecurity.Topromotesuchcooperation，Chinaplanstosponsorsomefunctionsnextyearonlaborandsocialsecurity.

Third，weshouldstepupmutualopeningofmarketsandimprovethemultilateraltradingsystem.Theworld''''smultilateraltradingsystemiscurrentlyfacingnewchallengesmainlyintheformofrisingprotectionism，newtradebarriersandfrequenttradefrictions.Thishasworsenedthedifficultiesforcountries，thedevelopingcountriesinparticular，intheirdevelopmentandhampersglobaleconomicrecoveryandgrowth.Givensuchasituation，APECmembersshouldrenewtheircommitmenttotheBogorGoals，andatthesametime，worktogethertorejecttradeprotectionism，removetradebarriersandresolvewhatevertradedisputestheyhavethroughdialoguesandconsultations.Afairandopenmultilateraltradingsystemservessteadygrowthoftradeatbothregionalandinternationallevels，contributestosoundeconomicexpansionaroundtheworldandconformswiththeinterestsofallpartiesThe5thWTOMinisterialConferencelastmonthfailedtoachievetheanticipatedprogress.Themainreasonwasthatthenegotiationswerenotbalancedenoughtoreflecttheinterestsofallparties，particularlytheconcernsofthedevelopingcountries.Ihopeallpartieswilldemonstratetheirpoliticalwill，takeaflexibleandpragmaticapproachandmoveaheadthenewroundoftalkstoanearlyfruition.This，inmyview，servesthecommoninterestsofall.

Astheregion''''simportantforumforeconomiccooperation，APEChasdonemuchworkandachievedmuchsuccessinpromotingcommondevelopment.Theannualmeetingsofeconomicleadershaveprovidedanimportantvenueforleaderstomeetregularlyandholdin-depthdiscussionsonimportantissuesbearingonregionalandglobaldevelopment.ChinahasallalongcommitteditselftoAsia-PacificeconomiccooperationandactivelyparticipatedinAPECactivities.ThenewChinesegovernmentwill，asalways，supportandfacilitatetheAPECprocessandkeepupitsmutuallybeneficialcooperationwithothermembers.

Alongwiththechangesintheregionalandinternationalsituation，peoplearethinkingmoreandmoreaboutAPEC''''sownfuture.IbelievethefollowingpointsneedtobetakenintoaccountinAPEC''''sfuturedevelopment.

TheAPECapproach，whichfeaturesrespectfordifferences，equality，mutualbenefit，voluntarismandconsensus，shouldbeupheld.Factshaveprovedthatsuchanapproachrepresentsaneffectivevehicleandarightchoiceforregionalcooperation，asittallieswithourregion''''sdiversity，accommodatesthemembers''''differingneedsandhelpsmemberstobalancetheirinterests.

APECshouldembracereformandinnovationbywillinglyadaptingitselftochangingcircumstances.Anorganizationcanmaintainitsvigorandgrowfromstrengthtostrengthonlywhenitcankeeppacewiththetimesandinnovatecontinuously.APECshouldactproactivelytoadapttonewsituations，takeonnewchallenges，conductnecessaryreformandreadjustmentstoitselfandstrivetomakeitsactivitiesmoretimelyandrelevant.

APECshouldgearitsmulti-facetedcooperationmoretothebusinesscommunitiesandthegeneralpublic.Thebusinesscircleisthemainforceofeconomicdevelopment.Weneedtolearnmoreaboutwhattheythinkandwhattheywantanddoourbesttohelpthem.TheAPECBusinessTravelCardScheme，whichiswellreceivedinthebusinesscommunities，showswhatAPECcanaccomplishifitreallywantstobeofhelp.TheChinesegovernmentwillformallyimplementthisschemethiscomingNovember.Wehavealsoadoptedaseriesoftradefacilitationmeasuresincustomsclearance，inspectionandquarantinedesignedtocutdowncostforbusinesses.APECshouldalsoreachouttothepeopleinourregionandconductmoreactivitiesthatdeliverrealbenefittoasmanyofthemaspossible.

AlthoughthesuddenonslaughtofSARSthisyearhadanegativeimpactonChina''''seconomy，withhardandpersistentefforts，wehavemovedquicklytogettheoutbreakundercontrolandsustainedthesoundgrowthmomentum.Weareconfidentthat，onbalance，ourtargetsforeconomicandsocialdevelopmentthisyearwillbemet.China''''sdevelopmentwillgeneratenewopportunitiesforeconomicgrowthintheAsia-Pacificregionandthewholeworld.Itwillofferstillbroadermarketforothercountries.WewillcontinuetostrengthenourfriendshipandcooperationwithothercountriesandworkforpeaceanddevelopmentintheAsia-Pacificregionandtheworldatlarge.Chinawillforeverbeaforcededicatedtoworldpeaceandcommondevelopment.

AsapowerfulbondthatbringsthetwosidesofthePacificOceantogether，APECprovidesitsmemberswithanimportantstageforcooperation.LetuscontinuetocarryforwardthecommunityspiritAPECadvocates，stepupourfuture-orientedcooperation，anddedicateourselvestogreatereconomicgrowthintheAsia-Pacificandthecommondevelopmentandprosperityofallmembers.

尊敬的塔信總理，各位同行：

很高興來到曼谷出席本次會議。我對塔信總理和泰國政府為本次會議作出的周到安排，表示衷心的感謝。

當前，國際形勢繼續發生著深刻的變化。和平與發展仍是當今時代的主題，是各國人民的共同期盼。但我們生活的世界還不安寧，影響和平與發展的不確定因素依然存在，局部沖突威脅著全球和地區的安全穩定，恐怖主義、跨國犯罪等非傳統安全問題相當突出。一年來，世界經濟雖然有所復蘇，但受周期性和結構性問題的影響，復蘇步伐比較緩慢。值得欣慰的是，我們所在的亞太地區經濟發展保持了良好勢頭，前景看好。

我們在回顧過去的同時，更應展望未來，共同為促進亞太地區和全球經濟的發展，為加強成員間的合作提出新思路，探索新途徑。我愿就此提出以下三點主張。

第一，要加強相互信任，保持亞太地區穩定。穩定是發展的前提。幾十年來亞太地區之所以能保持快速發展的勢頭，就是因為本地區基本保持了和平穩定的環境。我們要特別珍惜亞太地區來之不易的和平穩定局面。亞太地區擁有豐富的多樣性，各國有著不同的發展歷史、文化傳統、政治制度和經濟模式，這是亞太地區富有發展活力的重要原因。我們要堅持相互尊重、增加互信、求同存異，以對話和協商的方式解決存在的問題，共同維護地區的和平穩定。一段時間以來，亞太地區恐怖活動時有發生，給一些國家的經濟社會發展帶來不利影響。我們應加強合作、標本兼治，堅決反對恐怖主義，為共同發展繁榮創造更有利的環境。

第二，要采取有效措施，促進經濟社會協調發展。只有重視協調發展，才能保持發展的持久性。亞太地區各國應結合自身特點，采取適當的宏觀政策措施，促進本地區的經濟發展，促進全球經濟的復蘇。推動科技進步和創新，對實現經濟的持續發展至關重要。為推動各成員在這一領域開展合作，中國提出科技創新倡議，希望就促進亞太地區科技創新制定指導原則。作為啟動項目，我們將于明年2月在北京舉辦有關科技中介機構發展問題的高級研討會，歡迎各成員屆時派代表參加。在推動經濟發展的同時，我們應積極推動經濟社會協調發展、城鄉協調發展、人與自然和諧發展，使發展具有更加堅實的基礎。我們建議亞太經合組織加強在社會發展領域的工作，特別是要在發展公共衛生、促進就業和加強社會保障等方面開展交流。為推動這方面的合作，中國將于明年主辦有關勞動和社會保障方面的活動。

第三，要推動相互開放市場，健全多邊貿易體制。目前，全球多邊貿易體制的發展面臨新的挑戰，主要是貿易保護主義有所抬頭，新的貿易壁壘不斷出現，貿易磨擦時有發生。這給各國特別是發展中國家的發展帶來新的困難，也不利于全球經濟的復蘇和增長。針對這一情況，亞太經合組織各成員在加緊推進茂物目標的同時，應共同反對貿易保護主義，消除貿易壁壘，推動通過對話和協商解決彼此在貿易上的分歧。公平、開放的多邊貿易體制有利于促進地區和全球貿易的穩定增長，有利于促進全球經濟的健康發展，符合各方利益。上個月舉行的世貿組織第五屆部長級會議未取得預期的進展，主要原因是談判沒有平衡反映各方利益，特別是發展中國家的關切。希望各方能拿出政治意愿，采取靈活務實的態度，推動新一輪談判早日完成。這符合大家的共同利益。

亞太經合組織作為本地區重要的經濟合作論壇，在促進共同發展方面開展了大量工作，取得了重要成績。一年一度的領導人非正式會議，為各成員領導人舉行定期會晤，就影響地區及全球發展的重大問題進行深入討論，提供了重要場所。中國一直致力于推動亞太經濟合作，積極參與亞太經合組織的活動。新一屆中國政府將一如既往地支持和推動亞太經合組織進程，并愿進一步深化同其他成員的互利合作。

隨著地區和世界形勢的變化，人們越來越多地關注亞太經合組織的未來。關于這個問題，我認為要從以下幾個方面加以把握。

──應堅持以尊重差異、平等互利、自主自愿和協商一致為主要特點的合作方式。實踐證明，這種方式符合本地區多樣性的特點，照顧了各成員的不同需求，有利于各成員尋求利益平衡，是開展亞太地區合作的有效途徑和正確選擇。

──應主動適應形勢變化不斷改革創新。一個組織只有堅持與時俱進、不斷創新，才能保持活力，不斷發展壯大。亞太經合組織要主動適應新情況、迎接新挑戰，對自身進行必要的調整和改革，努力提高活動的實效性。

──應進一步面向工商界、面向公眾開展多方面的合作。工商界是經濟發展的主力軍。我們要更多地了解他們的愿望，傾聽他們的呼聲，為他們提供便利。商務旅行卡計劃是亞太經合組織為工商界辦實事的一個重要體現，受到工商界的普遍歡迎。中國政府將于今年11月正式開始實施這一計劃。我們還在通關、檢驗檢疫等方面采取了一系列貿易便利措施，為企業節省成本創造條件。亞太經合組織還應更多地接近本地區民眾，多開展一些能讓他們從中普遍獲益的活動。

今年以來，盡管突如其來的非典疫情給中國經濟發展帶來了不利影響，但我們通過艱苦努力，迅速控制了疫情，保持了經濟較快增長的良好勢頭。綜合分析，今年中國經濟社會發展的預期目標是有把握實現的。中國的發展將為亞太地區以及全球經濟的發展帶來新的機遇，也將為各國提供更加廣闊的市場空間。我們將繼續加強同各國的友好合作，致力于亞太地區和世界的和平與發展。中國永遠是維護世界和平、促進共同發展的積極力量。

亞太經合組織是聯系太平洋兩岸的重要紐帶，為各成員開展合作提供了重要舞臺。讓我們繼續發揚亞太經合組織所倡導的大家庭精神，加強面向未來的互利合作，共同為推動亞太經濟增長、實現各成員共同發展繁榮作出努力。
